Not when a fuse is burning. If the fuse burns up it means that the ground is too good (short circuit to ground).
Fuse 17 supply so many different things that it is necessary to study a wiring diagram and unplug each and every device that is powered up by fuse 17.
It might be very quick to find the short circuit but it could also take long time if seats and carpets needs to be removed to get access to wiring looms.
One shot in the dark hunch I have is if the big wire harness behind radio cage is shorted. I have seen several cases where a big harness is too tightly wrapped around the radio and one wire could be rubbing against a metal frame creating a shortcut.
