Most other vacuum hoses carry some kind of FLOW, not just a pressure signal. That's how the pinch test works.
It's normal that you see no difference when pinching the FPR vacuum hose. There isn't really any flow thru this line, it's just there so the FPR knows what the manifold vacuum is.
When you pinch it off, the FPR can't respond quickly to changing throttle. If you don't gun the engine, you don't see any difference...
Right after turning off the engine, disconnect that FPR vacuum hose. There should NOT be any gasoline in there, if there is, the FPR is bad. OTOH, if there's no fuel, it doesn't guarantee the FPR is good.
