My 96 vert did the smae thing. take the pannel off and you can unbolt the retractor from the car. Open the platic casing and you should be able to see the locking mechanism. If you put your finger in there, you can release the lock. once you figure out how to release it, put it back in the car. Do not re-install the pannel because you will need to release the seatbelt that way every time. Obviously this is only a temporary solution until you can replace the retractor.
also try to refrain from having anybody ride on that side of the car in the back with the pannel removed. The bare metal can be dangerous.
I still have my old seatbelt retractor, let me know if you want me to take pictures of what i did and email them to you.
