How about somewhere between those 2 answers...
Factory fill would have been DOT 4, but DOT 3 & 4 are fully compatible with each other (mixing). But DOT 4 has higher boiling points.
As your brake pads wear down the fluid moves towards the wheels, that's why it's low.
Since you're probably getting close to needing new brake pads, how about adding whatever fluid you have, for now. Then along with new pads have the fluid flushed out so it's all fresh with DOT-4. You should get fresh fluid every couple years because it absorbs moisture & that makes it corrosive.
