I recently drove my 2000 9-3 from Washington state to Virginia via California, Utah, Colorado, Texas and Indiana in a meandering trip taken between jobs. I found a definite correlation between fuel economy and temperature that I attribute to the air condition system compressor. The worst economy was around 28 MPG in 100 degree temperatures around Dallas TX. This was a day after getting 38 MPG coming out of New Mexico in the early morning when I did not need to run the A/C. Most of the time I averaged between 32 and 34 MPG on the highway. Here in the Hampton Roads area, we are getting between 24 and 26 MPG, with the low end depending on how hot the ambient temperature is. My car has 115,000 miles on it, and I've owned it since it was new.
