Check that the bolt that holds the alternator bracket at the top has not worked it's way out - if the CV's, trans, or alt was ever worked on this bolt has a tendency to back out if not torqued down or locked with - (located under the bottem edge of the tensioner pulley, it goes in before the pulley paralell to the back of the head and firewall) - it won't fall out, but instead just sits under the pulley until you try to release the tension and then binds it up causing you to break the casting...
IF you have confirmed that there is no impediment and you just don't have a full casting to pry on (front side broken off), you can fashion a tool that has a small arm with a bolt to help grab the outer hole that is used to hold the tensioner still (2 holes, manual says put a drill bit once tensioned to keep it from rotating so you can change the belt) - it's more fragile than the top housing, but it will take the force and is the only option to tension when the top casting is broken - if the spring is bound up (dirt or rust) clean it out with carb cleaner, and if no go then replace it - the spring is too strong to tension off the car or any other way - If you need help with the tool I will find it and post a pic on Friday.
