A/C problem big $$$

Hello,
My 1999 Saab 9-3 SE (83K miles) has been experiencing intermittant cold air and warm air while the A/C is on. The shop performed check and full A/C service but it did not fix problem. Took it to the the shop a second time and they refilled coolant and calibrated the A/C module. It still didn't fix the problem and this morning I had the car TOWED to a different shop after smoke started billowing from the hood! This shop says the cause of the smoke was the failure of the A/C compressor clutch and that I need to replace the whole A/C system for around $1,000.
Thus, my question: Is the compressor clutch not something the first shop should have identified during the two times I brought the car in for the problem? And if so, should the first shop help me out for the repair work cost that I am having the second shop perform?
