I just did this on my 99 9-3, and I found that I could reuse the old hose to the TB (outlet hose).
I couldn't get it attached when the pipe to the TB was still bolted to the engine, so I detached the pipe from the engine, attached the hose securely, and then reattached the pipe to the engine. This is not a "best practices" approach, but it does save you from coughing up $90 for a new hose. At least, until your old hose rots. Definitely a safer setup than cutting your hose and adding a metal insert to make it longer.
Note that for the 9-3, some steps in the install for the NG900 are not necessary. You won't need to modify any plastic around the radiator or replace the radiator hose, for example.
It is possible to do the whole job without jacking up the car, but you will probably have an easier time if you do.
Before you start, make sure you got the correct inlet hose (4729950). The inlet hoses for the '99 SE HOT and '00 SE HOT are identical, except for the diameter of the end that attaches to the turbo. The '00 hose won't work for you.
