I had a similar problem when I first bought my 1995 900s. My indie dropped the tank and looked at the fuel pump and sending unit and saw that the previous owner must have run over something. The housing around the fuel pump and unit was all bent and dented... he said it looked like someone hit it with a sledge hammer. Not having the $500-600 to simply replace it (I was already near $2000 worth of repairs), I asked him if there was any way to replace it... he said he would try. Sure enough, he pulled it, straightened it, and brought it back to shape and it seems to work just fine now.
If I understand it correctly, there is an arm with something like a bob on it. If that arm is bent slightly upwards, the bob will never apply the force to the unit the arm is connected with telling the guage the tank is not really full. Likely, a good indie could straighten the arm out for you. Ask him about that before he sells you a $600 unit (you can't buy the unit and the pump seperately... according to my indie).
