BPC valve test..new question

2000 9-3 105k miles
I've had less and less boost during the past year, to the point where the gauge never leaves the white anymore. Today I removed the hose from the BPC leading to the wastegate. Sure enough, there is boost again...but I had to go WOT to get the needle into the red. And I never got a CEL. According to the messages on this board, you have to be really careful about overboost in this situation, but I was going wide open in 3rd and 4th gears at highway speeds before I could get into the red. So do I have another problem besides a faulty BPC?
