Being a pretty serious hobbiest, I've used both, and own an isat. The ISAT is an older tool. It was made origionally for the old 900 and 9000 using code based commands. It was updated in 1995 to be the primary diagnostic tool for the NG900. With the NG900, it can do everything the Tech 2 can do, except graph outputs. For diagnostics and programming works in a very similar manner to the tech 2. For SAAB, the tech 2 replaced the isat. The tech 2 is newer, more expensive, and uses flash memory cards to work with many different model cars. The ISAT is made by a now defuct european company, and it is only compatible with Pre 1999 SAABs. For Pre 1999 SAABs, it is the most useful tool you can own. Most of the Factory manuals are written with instructions for using the ISAT.
