...is to introduce resistance into the heater fan circuit in order to slow the fan down (thus the term "resistor", although some are actually transistors -- don't ask me the difference!). If you were to hook the fan up to battery power, it's too dumb to know how to run except at full speed. So the resistors are there to intervene and keep the fan at the more meager speeds we normally require.
They do this by converting the energy on its way to the fan into heat, but if the fan's gotten old and is drawing excessive current, then eventually that heat becomes so great that it actually cooks the resistor. If it cooks it enough, eventually the resistor dies and the fan runs on high speed only, at least until it seizes.
So usually, if a fan is bad, you should expect it to run but take out circuitry upstream of it, as unintuitive as it sounds. It's actually comparatively rare that a fan will get so bad that it completely seizes.
