Advice on a '97 900 turbo for sale

I'm looking for a fun second vehicle, and found a '97 900 Turbo at a small european garage. (They specialize in German makes, but occasionally have a Swedish machine)
It's got 147,000 miles but it seemed to run pretty well. I did notice a couple of times when under boost it would surge like the boost was coming on then off, on then off, and I could see it on the boost guage. It didn't do every time I stepped on it. What would cause that, and is it expensive?
Also, the automatic climate control wouldn't let me click it in to econ mode. It seemed to resond to the fan and heat and outlet controls ok, but it was kind of funky. How reliable is that HVAC system, and what kind of $$ is it to replace things on it?
Last thing: When I started it up, the computer said it had been averaging 7 mpg. In my short drive, it kept rising til it got to 9.9. I hit the reset button, but I couldn't figure out if it had an instant or 'real time' mpg setting. The low mileage concerned me.
The place is putting a 2 month warranty on it, and they are asking $4950.
Any input welcome.
