Assuming that the Cruise Control is working properly...

The sliding switch on the front of the stalk functions thusly:
Move to the left 'til it clicks: turn on/off
Move to the left to the point just before it clicks: cancel
Move to the right while the cruise is on: resume/accel
The button on the end of the stalk:
Press and release: set
Press and hold: decel
If yours isn't functioning at all, as you're driving at a steady pace with light traffic, turn on the Cruise Control. Then lift the clutch pedal with your foot and press set. Do the same with the brake pedal. If the Cruise Control begins to function with either of those girations, the cut-off switch for the respective pedal is merely out of adjustment. If it still doesn't work, then it could be a bunch of other things.
Also, check to make sure that the appropriate fuses aren't blown.
