9-3 leaking hatchback - seal issue

It's winter and time for my annual leaky hatchback (1999 9-3). Last year I noticed the spare tire was practially floating in the trunk and did the usual tricks to diagnose & eventually remedy the problem.
Not quite a full year later it's back. The culprit appears to be a build up of leaf matter near the top of the roofline. I [sadly] don't drive it much and it sits parked on tree covered streets in rainy Vancouver. The remedy involves removing the entire rear hatch seal and washing out the organic matter. It's not a huge effort, but I have no idea how long it is before I notice the problem.
Has anyone else experienced this problem? I am not moving anytime soon and my neighbors wouldn't like me chopping down trees. Do I need to replace the seal?
