. . .in the early models, (99 & 2000) when you use the turn signals, a small lamp in the foglight assembly lights up. If that is not on, it may reduce the load enough to makee the pulse of the blinking lights quicker. The lamp was deleted in newer models when it was determiined to be illegal in the US. So it may be a lamp that does not even blink & you would not notice it quite so easily. I hope this makes sense.
