Makes a bid difference, if you are in the metro then a "high performance" snow tire is best because most of the driving is done on dry roads. If you are out farther or in Duluth you might want some Blizzaks or something a little less for pavement and a little more for all snow.

Get an Alloy or Steal Rim, they are like $60 (steal), 100+ (alloy) from tire rack, and usually are setup in packages.

The metro Saab dealer has a alloy / snow package for $925 or so. Or you could do like I did and search the classifieds here, got a set for $495 almost new on alloy's.
