Where to go next?

I've been in the process of tracking down a Check Engine Light code 21 in my 1994 900SE V6. If I clear the codes and start the vehicle, the CEL will reilluminate within 5 minutes. Rechecking the code always shows a code 21, though, to get the CEL to flash, I have to hold pin 6 to ground continously. If I remove the ground connection, I get no light at all.
That being said, using a volt meter, I've checked the values of the blue/brown wire (pin 7 into the ECU) and am getting the ~0.8 V at idle, 1.2V at 2500, etc, as I should be. Both black wires show ground at applicable times and the green/red wire reads 12.07 volts with the key on.
All wires show continuity with the ECU and all connections are clean/tight. Additionally, I've tried swapping the 94 motronic unit (2.8.1 B1) with a 95 unit (2.8.1 B2) with the same results.
All vacuum connections to the plenum have been replaced with new lines/connectors. The intake manifold gasket was replced, recently, with the ignition wires and plugs. Using the propane method, no air leaks are detected.
Drivability wise, the car idles and revs well in neutral. While driving, the car runs smoothly, but feels like a turbo in that it seems to lug slowly until around 2500 rpm and then takes off as normal. I'd call it a hesitation except that it is more of a lack of acceleration.
Where should I look next?
