Saab doesn't have a time limit on their belts but as a rule of thumb, other car makers used to say 5 years.
Take Volvo for instant. The old 4 banger from 76 to 92 had a 50K miles 5 year interval.
From 99 and up, Volvo has gone to 105K miles and 10 year interval.
In between 92 to 99 Volvo was messing around with a slew of different belt changes all between 30K to 70 miles depending on model.
What I have seen though on the 99 and 2000 Volvos is that the belt has started to develop lots of dry cracks before the car reach 105 K miles but after about 5 years of use. So that tells me that the 5 year rule is still valid even though the mileage has not been reached.
And if the owners try to follow the 10 year recommendations on their low mileage Volvos, they will be sorry.
In youre case, you probably don't need to replace the whole tensioner assembly every 5 years since the roller bearings have only gone 10-12K miles.
