1999 93 No Spark New DIC Won't Start

I just changed the head gasket on my 1999 93 turbo. I put it back together, started it and still had white smoke out the back. I figured out that I should have used new head bolts when reassembling so I took it apart and changed the gasket again. This time after getting it back together I tried to start it but had forgotten to hook the wire harness back up to the Direct Ignition Module before I cranked it over a few times. I then hooked up the wire harness to the DI and expected it to start up just like it did last time with no problems. It did not, so after seeing all the problems with the DIC on this board, I went out today and bought a new module ($318.00). It still does not start. I have checked and re-checked all of the wire connections. I am getting gas to the cylinders. I am not getting any spark on the plugs from the DIC. The plugs are new and gapped properly. What component tells the DIC to send a charge to the plugs? Is there anything that I could check? Is it possible that the security system disables the electronics and prevents a charge at the DIC? Are there other sensors that might affect it getting a spark? Is there a way to check engine fault codes if the engine won't start?
