Could be more than one problem.
First thing to do would be to inspect cables at battery and starter for condition/cleanliness and tightness.
We have had some reports of the battery cable in the battery connectors rotting/corroding inside where you can't quite see that.
The tach is driven by the ECU in response to what the ECU sees from the CPS. There might be a problem with the TACH or its wiring to the ECU. Your ECU is a Bosch device. It gets the camshaft-crankshaft phasing or timing from a sensor in the distributor... that sometimes goes bad, but there should be a specific CEL for this with your ODB-II 1996.
Some vehicles have a problem with the instruments because part of the wire harness is chaffing against an edge of exposed metal. That can be fixed and the edge covered to eliminate the sharpness.
