Car won't start unless....

This has been with me for a while, 94' 900S 2.3 liter 4 cyl. will not start sometimes. I have put in new distributor, housing, cables, correct plugs, checked fuel pressure, and cleaned throttle body but it still happens. It is winter here in PA, car sits at about 45 degrees in garage but still happens when outside at 20 degrees all day. Only way to get it started is if I open the air filter box and spray some starting fluid into the air intake line?
I have heard that the early GM engines had some issues but I can not figure it out
