Base Boost Problem

My car has been running in base boost mode. I checked all the ducting and lines--can't find any issues. I tried disconnecting the elctrical plug to the module that controls the waste gate with no change. The waste gate can be moved by hand (with what seems like spring resistence) and looks to be in the closed position with the engine off. I don't have a shop manual yet and I'm not sure what else to check. The car starts and runs fine with no other symptoms or dash lights on etc, it's just slow. Is there more to the waste gate module that I should check? I did have a problem with overboosting and fixed it by replacing the line from the module--someone had put one on with a shutoff that was partially closed. The gauge reacts to the throttle, it just doesn't boost more than about 1/4th into the yellow.
