Check the taillight clusters carefully for the circuits being bridged together where they shouldn't.
I had a strange one a few years ago that might explain yours... The 2-circuit bulbs, like tail-&-brake lights, have 2 little nubs on their base, one for each circuit. Those little nubs sorta squashed just enough for their 2 circuits to touch each other.
In my case it was a front turnsignal activating ALL the parking lights, but when this happens in back it could be like you said. If not the bulb, then check for improper bridging of the circuits in those sockets. Maybe a bulb forced into it's socket backwards??
