The orange relay in engine compartment can wipe out a whole bunch of forward lights when going bad. It is several solder joints that goes bad inside the relay and can actually be resoldered if you are handy with a solder gun.

The other culprit could be the ignition switch under your ignition key. One of the pins (+ X) supply power to the head light switch.

Have you removed the fuse for daytime running lights?
If so, stick the fuse back in and see if you get low beam working again in head light switch off mode. If you do, I guess the ignition switch is bad.

You can pull the head light switch out of the dashboard and measure for power at the red/green wire (pin 1) with ignition on.
If no power is present, the + X on ignition switch is bad.
