Why do you have to jump it? Is your battery or alternator dead? Which fan are you talking about? The engine fan or the cabin fan? If it's the cabin fan, then you can set how the ACC system starts up, and it might keep the setting even with a dead battery, but I'm not sure. Set the ACC to how you want it to start up, and then press the Econ and fan speed up buttons simultaneously. The display will flash once to show that it's been set.
