What compound to use for joining exhaust pipes?

I had noticed a year or so ago that the two exhaust pipes under the car are joined together with a metal clamp and nothing else. I wonder if it would be better to use some kind of sealant for that joint. I just cannot see how two very rusted pipes could form a decent seal at all. I've tried using the standard exhaust putty, with some kind of bandage around it, but it did not work well. It got cracked after a few weeks of driving, and in two months, there was nothing left but the metal clamp used to hold it together. Has anyone had a better experience with some other compounds?
The clamp on that joint is always awfully rusted. Last time I used a brand new clamp, and I painted it, hoping that it would stop the rust -- but no! rusted all through and around. The bolts that hold it together always get broken. I've tried using Loctite Anti-Seize, and again -- did not work at all...
There must be some good way to join the two pipes together -- so that I could disassemble them when I need to, and so that the joint is absolutely air-tight and sound-proof. Does anybody have any ideas?
