That fuse is serving so many different functions including ignition coil, main instrument (in dash) and anti theft alarm module (under LH seat) so it could be several places where the wire is chafed and connecting to ground.
My first guess would be somewhere inside dash board around the instrument cluster since I have seen several places where wires in a bundle have been rubbing against metal and slowly, the wire insulation have worn through, creating a short circuit.
It would take both a dedicated mechanic and a customer willing to spend the money to trace down the exact place where the wire is shorted.
Not a fun job at all with such an intermittent problem.
It might even be quicker to cut the wire and run a new one to each place, bypassing the bad spot.
