The easy fix could be a new coolant thermostat and temp sending unit.
The coolant thermostat on it's own would not cause the fan to stay on at all times but the temp sending unit could.
If you have over 60K miles on the car, it is a good idea anyway to replace the thermostat.
But instead of just changing parts trying to solve the problem, I would suggest to find a Saab shop with the Tech 2 scanner and have them check the temp sending unit and also look for fault codes in the different computers.
It could be that the DICE computer have gone bad telling the cooling fan to stay on at all times even though it receives proper temp readings from the sending unit.
