1. Speedometers usually are a little optimistic anyway wo the slightly taller 55's likely make it more accurate. There may be a Tech II setting for the 55's, but if not don't sweat the negligible speedo diff.
2. 17's were standard on Viggens in the 215 size, and 17's came as an option on verts in 02-03. Again there might be a Tech II adjustment for the speedo.
And a 2001 might take some inner fender trimming at the back of the rear wheels where the fender liner protrudes forward from near the bumper/body seperation line as that tit or point rubs when the suspension compresses. Dunno' what year has the revised rear fender liners.
3. Can't speak to the quality of some dealers, but generally yes.
