Your car already has APC. That's Automatic Performance Control, Saab's little gizmo that can dial back boost to allow you to run your car on regular or midgrade gas. People bypass this system with a manual boost control (MBC), since they can allow the turbo to spool up faster and produce more boost. The downside is that you can no longer run anything but premium gas.
PPC is an ECU tuning system by BSR that allows 9-3 owners to upgrade their ECU's software, or revert it back to the original, by simply reflashing it themselves using an upgrade they can download from the internet. Us NG900 owners need to swap out our ECU for an entirely new one.
Basically, for more power, you can get an upgraded ECU or bypass the APC system with an MBC. PPC isn't an option for you.
