No I don't see how it would be possible to kill off left/right outer parking light with a Tech 2 change.
Power goes from fuse 29 (Right) and 30 (Left) to two 33 pin connectors called H33-1 and H33-3. From there the two wires goes to spliced junctions called J121 and J173 where it branches out to several other users like the licenseplate and TWICE ECU. After those junctions, the wires goes into a 10 pin connector called H10-19 and after that, is where the wires branch out to each head light and turn signal assembly.
So if you don't have power on the brown/white wire (left) and Green/white wire (right) at each turn signal assembly when the head light switch is in middle position, something must have happen with both wires branching out from connector H10-19.
That sounds unlikely to me so I think it is something simple that is overlooked.
