The manual heater control is a know problem, and is not exactly easy to fix. They used a different intercooler on that year, which is less effiecient. Also there is a problem with the head bolts being loose from the factory. I suspect the 99 9-3 are a little bit less expensive because they have some problems. If you are competent at DIY you may be able to get into a 9-3 for less money and fix the problems yourself. The 99's also have the T-5 which is supposed to be more tunable then the T-7 found on later cars. If I did it again I could have afforded it I would have bought the 2000 SE model.
