So you are saying the gear shifter feels fine and you can easily get the car in each gear without a problem but the engine feel sluggish after you have released the clutch pedal and take off?
It is two very different scenarios we are dealing with if you cannot get the transmission to shift into 2-3 gear or if the acceleration is bad but the proper gear is engaged.
One thing I would check though is that the gear shifter linkage is engaging the right gears.
This is just a guess but it might be possible that when you try to engage 2 gear you actually get 4th instead due to a shifter linkage problem and when you try to shift into 3 you get 5th instead.
That would give you a sensation of sluggishness since it is the wrong gear selected.
It is a very quick check for a Saab mech to find out if that's the problem but it might be a big job to repair all depending on if it is inside the transmission or the outside linkage.
Another thing that makes the linkage a less plausible scenario is that your 98 have the latest shifter linkage and I have not really seen any problem with those.
