But IAC fouling is very common.
The 2.3NA engine is 10.5CR, and is thus sensitive to octane, or things that effect effective octane, such as work or incorrect plugs, fouled injectors or combustion chamber deposits. Some of that acquired octane demand can be eliminated with Techron Concentrate. Low octane fuel will reduce MPGs, so will soft tires and dragging brakes.
Check that Plenum to TB joint is correct and that the o-rings are correct placed and lubricated.
Check for air leaks and damaged VAC lines. I am thinking that engine movement when shifting or idle is playing with something damaged. This does not sound like an O2 sensor issue, you would get CEL'd for that, ditto with the MAF.
I hope that you have cleaned and lubed the TB and IAC already.
