I had that problem on my '97 900 SET. I bought a used cable from a '99 9-3 and replaced it. Odd thing was, when I got the old cable out, it was free and easy. I expected a frayed cable that was binding in the sheath somewhere, but found it to be completely normal. I may not have even needed the new cable.
I would suggest simply removing the cable from the car and testing how freely it moves within the sheath once it's out. If it's smooth, you may just be able to put it back in. Can't explain why - perhaps the cable gets twisted or kinked while in place.
