Some car makers have nowadays started to use two different min thickness of rotors. One which is the barebone minimum and one that is the minimum after machining.
The bare minimum is for many newer Saab rotors 22mm and the after machining, the thickness is 23.5mm.
Since the 23.5mm is not punched into the rotor but can only be found by studying the factory manuals or Alldata, it isn't all that widespread knowledge and many brake shops will probably machine the rotors down to the bare bone minimum with no illeffects.
Keep in mind that today's rotors are twice as thick and bigger in diameter as they were just 15 years ago, so even with a barebone thickness of 22mm, it is plenty of "meat" on the rotor.
The recommended thickness after machining is more of the nature that they can sell new rotors instead and make more money.
