You have a BPV, not a BOV.
Stock BPV's are well known to make tooting and honking sounds when a MBC is used. Many install a metal piston type BPV simply to get rid of the silly noises. A stronger BPV was introduced when the Viggen came along - 1999 that might not do that. Also check VAC lines to BPV, these seem to rot out before any others.
You can also try installing the BPV reversed and see if that helps.
With the T5 you can remove the discharge tube and feel that the BPV opens at idle and closes when the VAC line is removed. Do not get your finger pinched!. Brush dirt away from hose joint area before opening the connection. Do not drive with a BPV that has a discharge open to the air. One can also apply suction by mouth to a BPV to detect if the diaphragm is leaking. But if it was leaking significantly, you would not get on full boost. So the diaphragm and hoses cannot be too bad.
