When the engine is overnight cold, you can run the engine without serpentin belt for probably 5-10 min safely without doing any damage at all.
That should easily help you determine if it is an outside noise or not.
Running without valve cover will be extremely messy, slinging oil everywhere but possible for just some seconds.
How did you install the timing chain tensioner? Did you release it completly before bolting it in and then insert the spring and cap?
