Is this mechanic being reasonable? HELP.

I'm a college student stuck in Virginia on my way home to Florida. The power steering failed on my 1999 9-3. (I know unfortunately little about the mechanics of my car.) The mechanic says the pump for the power steering fluid is fine but the ???hose??? that gets it from the pump to the ???steering column??? is leaking and will cost me $400.00 - FOR A HOSE? I don't have that kind of money to throw away. Is he being real with me? I'm sorry if I can't be more specific.
Also, he says that a very small amount of oil is leaking into the engine due to some "upgrade" in the 9-3 from the 900 that didn't go entirely as designed. I'm pretty sure oil in the engine (where it's not supposed to be) is a bad thing. He says it can be fixed for $50.00. Mechanics are so manipulative. Almost as bad as car dealers.
Any advice would be appreciated, but I guess I am out of options.
