From a cold start, the computer enriches the fuel. I assume the 9-3 uses a cold start injector (haven't been on the board for years after I sold my '87).
After a short period, regular injectors take over with a slightly richer mixture. The 4 seconds is probably the initial enrichment from the cold start injector.
You may have clogged injectors that cannot enrich the mixture as much as they should. Alternatively, it may a vacuum leak after the air sensor allowing 'unaccounted for' air into the mix.
Still another possibility is a bad temp sensor that's reading the coolant temp a little too high. It initially reads enough to kick in the cold start injector, but when the function switches to regular operation, it sees a higher temp than your engine actually is, thereby leaning the mixture too much.
Interestingly enough, the 80's 900 had a persistant problem where at cold start up, the engine would start fine but then go through a cycle like yours. You had to play with the throttle to keep it from dying, and after a while it would just start surging up and down. After a few moments it would settle and idle fine. MANY people had the problem, some were fixable, others weren't (mine wasn't fixable). Saab officially denied any problems even though there were a lot of cars out there with the problem. People tried everything from new AIC valves, replacing vacuum lines, adding resistors to the temp line, etc. The resistor thing worked the most often I think, but still not for everyone.
I think it's still a mystery.....
