Turbo noise

A few months ago i started to hear a whistling sound at high RPMs when the turbo gauge was about 3/4 into the yellow. I had my car in to the shop for a few minor repairs and I mentioned the sound to the service mgr. He took a quick ride with me and said 99% sure it was the BPC valve and estimated it to be a $300 repair. I told him perhaps next time i was in the shop. Well the sound got progressively worse and i started to experience over-boost issues (engine cutting out). I replaced the BPC ($60 online). After a quick test drive i declared everything fixed, the noise and over-boost were both gone.
Well a few days later i started noticing the whistle again but much less pronounced than before but no over-boost/cut outs. Could another part need replacing? I did some reading on this site and found reference to the Turbo By-Pass Valve (0280142110) also contributing to noise? While driving the car i sounds to me (in driver's seat) that the noise is coming from directly infront of the passenger seat but i had a buddy ride along with me and he thought it sounded like coming from in front of the driver seat ! ! !
Has anyone seen something like this before?
