Inner Tie Rods/Rack question (Longish)

I researched the BB and did not quite find the info to my question.
1999 9-3SE 65K,
Symptom: On a farely smooth DIRT road my car sounds like there is something loose or vibrating in front suspension steering. On all PAVED roads, even rutted ones the sound and feel is normal. Even stiff bumps or pavement changes the car still is rattle free.
I had to replace the pass side outer tierod endlast fall before an alignment. I am farely sure the driver's side tire rod end is fine. The only thing that wobbles is where the tie-rods connect to the steering rack.
The rack is tight to the firewall and the two bolts holding the rods are tight to the rack. However, when I grab a tie rod there is some up/down play causing both rods, the steel plate and bolts to all move a up/down together.
Is this normal? Is there some sort of bushing(s) that need to be replaced where those rods mount to the rack?
