I'm loathe to diagnose the problem by sound - it could be something totally unrelatd.
However, any decent mechanic can determine if the A/C is working properly. In general, they park the car in the shade, turn the AC to HI, and let it run for a few minutes. Then they stick a thermometer into the dash vent and measure the temperature of the air coming out. There are guidelines for what is a good temperature. In general, the vent temperature should be at least 20 degrees below the outside air temp. It's usuallyy 45-55 degrees (F).
Just because you have different plumbing doesn't mean you can't learn enough to protect yourself when it comes to cars. There are plenty of men that are useless when it comes to them, and far too many work in dealerships.
My recommendation - in a nice, non-challenging way, ask the service manager what procedure they use to check AC, and what the vent outlet temperature should be. Don't take diversion for an answer. I don't know what they are for the 9-3, but Saab has written specs on what is an acceptable vent temperature. Really. If they continue to show vast amounts of ignorance, take them at their word - when somebody shows they don't know something, I find it doesn't help for me to insist they should. Instead, find an independent shop that has at least seen a Saab before that works on AC systems. They should know what to do. AC systems are pretty much the same from car to car, so I don't worry that it takes an special Saab expertise. And you'll probably save money, too.
