I had driven SAAB once that would not shift into the 5th gear -- for several years. That's no problem. I, too, practically never go on the highway. Transmission, however, was not what failed. Other components stopped working before that: computer, AC, heater, and finally brakes.
I am currently driving 1994 900s -- and it's showing remarkably little problems. I had 2 SAABs of a newer vintage that I had to give up on, but this one runs just fine, and does not ask much. That's my kind of car!
If you are getting a car for 500, and it runs -- that's something. Unfortunately, I do not know enough how to check for an engine or transmission that's in trouble. (Look for big leaks?). Brakes -- will be impossible to test how much life is left in them. Check the acordeon boots on the wheel axels. Splattered grease would indicate big trouble there. Also check all suspenstion conponents for cracks. Failure there will cost a lot to repair. I have seen some older cars that would not go in reverse. That alone would make it un-drivable for practical purposes.
