A lot of people have done head bolt replacement and retorque with good to moderate success.
You can get a lot more info about it by posting/searching on the NG900/OG9-3 board.
The head bolts installed from factory were not that good between 97 and 2001 and they also had problem with proper torque.
The bolts should be replaced as soon as possible and torque down the head gasket.
If you still have a problem with coolant leak, it's time to replace the gasket.
It comes up to about $600.00-700.00 for a head gasket job.
