Pedal fade while stopped

New front pads were just installed on my '95 900SE.
From speed, the braking seems fine and normal but if you are stopped at a light for a while the brakes slowly lose their grip and the car groans and wants to creep forward. You need to push the pedal down harder and stronger to keep it stopped. It does not however go all the way to the floor. I topped off the fluid but it doesn't seem to make a difference.
Ideas? A coincidence or not that the pads were replaced?
