I can't speak to the convertable top issues (although they sound pretty specious), replacing a timing chain on a car with 67k on it is ludicrous. Just to make sure that I'm on the right page, here; you do have a 2.0 Turbo, not a V6, yes? The timing chain, balance chain, and the tensioners are all designed to last more than 120k miles. Many people never have any issues with them WAY into the high 100k. It's VERY likely something else. Plus, $3700 to replace it is highway robbery. The MOST expensive quote I've gotten to do a timing chain (this was in a '92 9000CD Turbo, VERY similar engine) was about $1300. And this was to also replace all of the sprockets, tensioners, and the balance chain and its sprockets and tensioners. The mechanic was also the most expensive but by FAR the best indy I've ever used.
Definitely get another opinion. Indeed, there might be a rare problem with the timing chain, so, I wouldn't ignore the recommendation totally, but, I wouldn't accept this person's opinion and just replace it either.
Now, of course, if you have a V6 rather the Turbo, the timing belt needs to be done very, very soon. But, again, from what I've seen on this board, the cost of properly replacing it, along with the tensioners, is MUCH less expensive than the price offered by your mechanic.
