The raised edges are indicative of rotor wear. Worn rotors do not by themselves limit braking performance for normal operation. The pads could be glazed. Read the other posts, also look for significant differences in pad wear, inboard vs outboard in each caliper. Lots of thing can go wrong and need work to fix. You need to address these things before replacing parts so you know what to replace vs maintain. The braking system will work very well when in good working order and will develop the tractive power of the tire contact patches. At that point, you cannot get more without getting better tires. Some brake pads will provide a better feel and bite, but with enough petal pressure, the tires are still the limit of braking force.
