The system needs to be running to make that reading and as you state that the compressor does not run, that means that the charge is low. At 86F, with a cold engine, all parts of the system near that temp, the pressure should be around 100PSI. With compressor running, doors open, max cool, max fan, recirc off; the pressure should be around 33-35 PSI when compressor and rad fan are engaged. When compressor running and rad fans not, the pressure may drift up to 40PSI.
If pressure is too low, a pressure switch will lock out the compressor.
First thing to do if the above situation seems correct to you, is to add refrigerant. Then the compressor may kick in. If the compressor then runs, add more with conditions stated to get to 33-35 PSI. The guages with the kits are not really very accurate and are more of an indicator than an instrument.
If by adding gas you cannot get the compressor to run, post again with that info.
